A Case Study On Problems And Countermeasures In Community Management Of Foreign Floating Population From The Perspective Of New Public Service In Yiwu Jiangdong Police Station

With accelerating informatization and improvement of transportation technology,global economic and cultural exchanges have become increasingly frequent.The distance limitation of space is greatly weakened.International movement of people is become more common.The influx of a large number of foreign floating population has promoted the economic cultural prosperity and social development of the city,but also raised many social management problems.Such as illegal crimes,illegal employment and illegal residence of foreign floating population.Furthermore,this problem caused unstable factors involving national security.With the development of international and domestic situations,themanagement of foreign floating population is faced with new opportunities and challenges.On the one hand,globalization and urban development proposes higher remands for the management of foreign floating population.On the other hand,the public security organ urgently needs to transform from the dominant management mode to the public service mode.This paper defines the related concepts of foreign floating population,and systematically sortsout the current situation and theory of foreign floating population management at home and abroad.Through interviews with foreign floating population and community policemen in Jiangdong Street of Yiwu City,Zhejiang Province,this paper analyses relevant cases and finds out the problems existing in the community management of foreign floating population.This paperanalyses the reasons of the problems from the aspects of public service concept,publicservice subject and function orientation,legal basis of public service and public servicemeans,and puts forward countermeasures and suggestions for optimizing community management of foreign floating population in police stations.First,this paper straightens out the management mechanism and how to improve the legal system at the macro level.Second,from the perspective of the new public service theory,this paper explores the management mode of the foreign floating population in Yiwu city.The concrete measures are improving the management concept,clearing management service function positioning and improving the level of management.
