During the period of Republic of China, the political situation of mainland was instable. With the development of politics, economy, culture in Tibet, the 13th Dalai Lama had released many legislations and had implemented Tibetan new deal since 1910s. Although the target of the reform was to resist foreign enemy and prevent Tibet from invasion, it also had positive effects for the transformation of traditional Tibetan society.In order to better carry out these measurements, Kashag, the Tibetan government, set up sixteen new agencies, including dmag-spyi-las-khungs, grwa-bzhi-las-khungs, ja-tshwa-las-khungs, so-nam-las-khungs and so on. They had changed the forms of Tibetan regime as well as the official system. Consequently, it was regarded as the beginning of Tibet’s modernization. This paper focuses on some issues that related to the establishment of these agencies and it contains three chapters.Chapter I:presents the special background of mainland of China and Tibet, to analyze the necessity and inevitability for setting up these agencies by 13th Dalai Lama.Chapter II:introduced when these agencies were established and corrected some wrong viewpoints about it. Also analyzed the relationships among these new agencies and the relationship between the previous and new agencies.Chapter III:studied the development and influences of the newly established agencies, especially the ones that had significant influences to the new deal. Furthermore, the factors brought by the newly established agencies that led to the conflicts among the Tibetan upper nobles are also studied.
