So they become a threat to China's diplomatic relations, military safety, national unity and reunification. India is a potential regional power which has nuclear weapons, it has discordant and uncertain factors with China in Tibet, border issues, resource issues, and international strategy. This has also maked the Indian government and the Dalai clique which have room for mutual advantage in a way. But at the same time, the Indian government had to take into account China's bottom line as well as the need for good relations with China.
