China is rich in natural resources and has abundant resources, there has economic gap between the regions. Especially in resource-exhausted cities economic gap is more obvious. As of 2014, there are 69 resource-exhausted cities in China. The exhausted of resources lead to many problems, employee pension insurance is facing with risks and challenges. How to make the residents’ "sense of security" has become one of the most important issue facing the Government. With China’s aging trend is deepening, especially in resource-exhausted cities in the early development having the blind pursuit of resource extraction and economic growth to absorb large quantities of workers. Lead to a more serious degree of aging in such cities. Social pension insurance is facing serious challenges. Employee pension insurance must be based on economic, and with financial backing. Effective mobilization pension system is currently the most central issue.In this paper, the resource-exhausted city is the key of the study, by focusing on the worker pension financing difficulties faced in resource-exhausted cities. In order to find solutions to the shortage of pension funds and the fundamental approaches, the author have done rational analysis and researches, by taking an objective look at resource-exhausted cities endowment insurance model, to clarify solving the problem of shortage of pension fund, exploring pension fund-raising channels. |
