Research On The Government Function In The Transformation And Development Of Resource-Based Cities

The resource-based city is a special type of city, it’s development and growth relies on the natural resources, and it plays an irreplaceable role in the development process of China’s industrialization, also it has made a significant contribution to the country’s economic construction and urbanization development. Resource-based cities rely on natural resources development, but because of the resources, especially mineral resources are irrefragable, after long intensive exploitation, city’s shrinking resources reserves and drying, lead to the emergence of resource-exhausted cities. Resource-based cities are numerous, widely distributed in China, at present, the official statistical results showed that 262 resource-based cities in our country at present, there are 69 has been identified as resource-exhausted city. Along with the resources dried up, a series of problems have been triggered, such as economic slowdown, environmental degradation, and various social problems. These problems seriously affected the development of the city and the social harmony, so resource-exhausted cities’transformation has become the inevitable road. Transformation of the city is a complex and huge project, in this process, the government has unavoidable and irreplaceable responsibility and role, therefore, the government should show the subject status, and play to the functions of the government, leadership, promote and guarantee the success of resource-exhausted cities transformation.Huaibei city in Anhui province was set up in 1960, it is one of the 13 key coal bases, and it is a typical resources city. To build the city more than 50 years, Huaibei city raw coal output of nearly 1 billion tons, is one of the important energy industrial city of east China and even the whole country, made an important contribution to the national economic construction. However, long-term exploitation of coal resources increasingly scarce, Huaibei city has entered the later period of resources exploitation, unbalanced economic structure, weak alternative industry development, unemployment and poverty population is more, a lot serious problems such as ecological environment destruction. Huaibei city by the state council in March 2009, one of the second batches of resource-exhausted cities. Huaibei city as the research object, this paper has carried on the comprehensive study to the transformation of Huaibei city development, based on the practice of Huaibei city were summarized, the government how to effectively play the functions of the government in the process of urban transformation, which achieved remarkable transformation development work. At the same time, in view of the problems still exist in the development of Huaibei city transformation, combined with the transformation of resource-exhausted cities at home and abroad successful experience, give corresponding Suggestions, which not only has a guiding significance on the city development of Huaibei city, and to explore the transformation of other city at the resource development way has the practical significance.There are five parts in this paper, the first part is the introduction.The second part is the resource-exhausted cities related concept set and the introduction of paper studies the theoretical basis, in the process of transformation of resource-exhausted cities were analyzed by the necessity of the play to the functions of the government and the performance of the functions of the government. The third part is the transformation of resource-exhausted cities at home and abroad and comparative studies of the functions of the government play in the process, and summed up the experience worthy of learning. The fourth part is the development of Huaibei transformation of government functions in the process of performance of the introduction, including the background, the government measures, and the transformation effect. The fifth part, aiming at the problems is still in the process of transformation of Huaibei, offer the advice to the full play the functions of the government’s effective.
