Research On The Relationship Between The Central And Local Governments

Relation between centre and locality is both historical and practical question. Until now, there is not whole theory’s system and real answers in the solving questions. This article systematically combed out the course of change and development, analyzed the historical background and system basis in the taking and leaving power, explained trends of reform that in which the deviding power was considered as main characteristics, analyzed existing major questions of relation between centre and locality,such as local governments lack of the legislational power that they need in the local management, at will in the dividing power, relying on adjusting policy,but don’t creat system, dividing financial power lead to no-balance of the local development, there is not a mechanism-system between centre and locality in the solving questions, and so on. Both financial system of federation,behavior system of federation and economic system of federation is all transient conditions and structures.This paper also provided norm of relation between centre and locality:relying on constitution,cleans power, responsibility and obligation,cleans responsibility-relation among governments,wants to government of all classes to follow the fundamental requitements and rules of market-economy,really separates administration and enterprises,provids public products and public service for society and improves mechanism-communication among governments in order to inplement norm-pattern that where are cooperations and wins among governments.
