With the rapid development of China's economy,the pace of transformation of government functions gradually accelerated,citizens' awareness of democracy and rights gradually enhanced,citizens with higher standards to measure the public service provided by the government,this change forced the government departments at all levels of government reform,government service center came into being under such a big background of the times.On the basis of learning from the “one-stop”service mode of western governments,the government service center has been strongly supported and correctly guided by the government,thus making it continuously optimized.However,due to the late start of the government service center in China and because of our country's deep-rooted official-based thinking,so it is still facing serious challenges in the development of our country,there are still many bad problems such as poor process management,low efficiency management,service dislocation,lack of service,and so on,and then affect the good play of government public service,is not conducive to the government to improve their image.This article is divided into five parts.The first part,the introduction mainly introduces the purpose,significance,research methods,research background and innovation of the topic;The second part,mainly elaborated the paper related concept and the government TQM theory connotation;The third part introduces the current situation and existing problems of P county government service center in D city.The fourth part,using the government TQM theory,thoroughly analyzes the causes of the problems.This part analyzes from three aspects: self governance among departments,continuous improvement,lack of motivation and poor customer service consciousness.The fifth part puts forward the countermeasures to solve the management problems faced by the government service center by using the government TQM theory.This article holds that only under the joint force of the three parties of the supplier,the staff and the customers can we realize the good operation and the quality development of the government service center and build a democratic and efficient service type government.
