An Analysis Of The Factors Affecting The Implementation Of Local Government Policy

Implementing policy is a part of policy science and one of important function of local government. However, in the systematic learning, it is not considered.In general people only believe,that the making public policy is most important,but implementing policy is very ordinary. The development of policy science themselves and planning and implementing of important public policy provided historical opportunities for the implementing and study of public policy. The implementing public policy not only is one of important standards, which weighs capabilities of local government, but also directly reflect whether the authorities and wills Central can be implemented as well as how managing and governing capabilities are strong.This article has wrote the implementing public policy of local governments and its factors——influences as relations between reasons and results and analyzing framework. This paper introduced and described some phenomenon that are not enough in the implementing public policy and further analyzed their reasons.This article considered both that there are problems about public policies themselves for these conditions and there are blurred rooms among responsibility,power and interest between Central and Locality; both related to understanding and stress of the Local leaders about policies and related to the considering of the local officials for local interest; both related to guideline of policies of central government and important point of policies and financial capabilities of local government; both related of lacuna of public policy and implementing change about policies from local government in the period of the transformative system. After dividing interest presented in the conditions of marketing economy, there is angel of new views of change of relation between Central and Locality. This article wants to consider that people only heighten reasonability, suiting with constitution and suiting with law of public policy as basis, they can follow primary rules of marketing economy, rightly arrange the relations among responsibility, power and interest from Central and Locality, full consider elements of no——balance and difference of the financial capabilities in the region, follow the road——thinking of governing country with constitution and using power of administration and heighten force of implementation of local government in the implementing public policy.
