Study On The Supervision Mechanism Of Public Policy Implementation Of Local Government In China

Public policy as an action plan that government formulates to realize social valueredistribution in a certain period, it is that the government uses its authorityimplement management activities on society. The public policy process is verycomplicated, public policy implementation is an important component of it, and itseffect directly affect the realization of policy goal. The enforcement of public policyhas become an important basis of government ability, directly related to these aspectssuch as the credibility of government, the development of society and economy, theperfection of democracy and legal system. Therefore, it is very necessary and urgentto strengthen supervision on the public policy implementation process.For over30years’ reform and opening up, in order to adapt to the developmentof social market economy and the needs of building a harmonious society, ourgovernment has attached great importance to the construction of public policyimplementation at the same time set a series of public policy to promote socialdevelopment and strengthen the supervision of public policy implementation. Thelocal government as the executive of the central and local government public policyhas lots of problems during the process of implementation, the difference of localgovernment executive ability also lead to the same public policy is very difference indifferent places, as recent years’ practice indicated. However, the effect of publicpolicy implementation is dependent on the effective supervision, at present, thesupervision mechanism of public policy implementation still need to be improved, ithas not yet become a complete system. Therefore, we must further strengthen thesupervision of local government public policy implementation process, to establishthe supervision system, improve the capacity of local government public policyimplementation to ensure achieve its goals.This paper begins with the concept of local government public policyimplementation supervision system, analyzes the problems existing in supervisionduring the process of local government public policy implementation, to learn thesuccessful experience of western developed countries’ public policy implementationsupervision, proceeding from our country’s condition, that is from public policyimplementation supervision subject, mechanism, surroundings and evaluation fouraspects to put forward countermeasures to perfect the local government public policy implementation mechanism, aiming at improving our government’s administrativeefficiency and credibility, realizing the grand goal of building a harmonious society.
