Study On Problems And Solutions Of Local Government’s Ability Of Policy Implementation

It is the first time that “government’s executive force” had been written in thegovernment work report for the tenth National People’s Congress on the fourth session onMarch5,2006, which marks the government’s executive force would be the main content ofgovernment reformation for a long period. As a core element of the conception of the"Government’s executive force", naturally, the “Policy Execution” becomes one of the basiccapacities that should be strengthened for all levels of governments. It is through publicpolicies and the effective implement of them, Government’s administration on Social andpublic affairs comes true. Local government, which directly facing the general public, is thepolitical endings and the basic of the operation of state administrative system. Variouspolicies and tasks must be implemented by local government which is the output terminal ofthe state will regarding society. However, it is more common that local government’s “PolicyExecution” is weakening. Mainly as follows: the lack of Executive standardized; no outcomeof the staff; simplicity and mechanize of the method; the high cost of the process of theexecution; information asymmetry in the process and so on. Therefore, it is necessary toanalyze the explanations for the deficiency of local government and explore ways that canimprove the executive force of local government.This research is based on the above situation, through carding the relevant literaturesabout the executive force of government, combined with characteristics and functions of localgovernments, then use administrative science, sociology and other related knowledge toperspective on the status about execution of local government, take the universality of Thenine-year compulsory education in Cangzhou city as an example, and analyze the deep-seatedlaws of the process of policy implementation by questionnaire survey and a large number ofinterview records, try to find some common problems in the power law among localgovernment policy implementation. Then, according to the actual situation of our country,and relying on the Group Theory, the Principal-agent theory, the Game theory and othertheories, it tries to put forward a number of optional paths to promote the executive force ofthe government.In order to promote local government’s executive force in this new situation, the author has a tentative study on a new government administrative mode—Government of ExecutiveForce by synthesizing former statements on local government’s executive force. The authoralso makes a primary explanation for the value-orientation and the construction ofgovernment of executive force. It is hoped that people will pay their attention to theperformance of local government especially the local government and attach importance toimprove the executive force of local government.
