Research On Governance Of Central Enterprise Foundation

In recent years, the SASAC’s encouragement, the central enterprises to fulfill their social responsibility, promoting good social image, have established the public welfare foundation, actively promote and carry out various social welfare activities. After several years of development, China’s, by the end of 2014, more than 100 central enterprises SASAC Central Enterprises Foundation scale management, a total of 12 central enterprises to set up 11 foundation, they use their ample capital and all kinds of resources, plays an irreplaceable role in scientific research education, culture, poverty relief and other multiple fields. However, at present our country SOEs fund is still in its infancy, with the charity development environment restriction and itself development is not sound and other factors, China’s central enterprises in the rapid growth of the foundation to win the opportunity at the same time, also has exposed such as lack of credibility, internal management confusion and other problems, hobbling their development.Based on the above research background, this paper focus on the combination of theoretical research and empirical research method, literature, inductive method, case analysis and other methods through comprehensive use of normative analysis, closely around the theme of "governance" in China’s central enterprises fund research. This article mainly conducts the research from three aspects:firstly, by referring to the related literature at home and abroad, sums up the theoretical basis of this thesis, on the basis of previous research results, to determine the focus of this paper; secondly, look at the problem from the angle of historical development, through the S group A foundation as an example for study, in order to analyze the current China’s central enterprises fund development present situation, to find its own problems and deficiencies; thirdly, the long-term development from the S group of the A foundation to consider, at this stage of its governance mechanism in view of the existing problems, put forward the feasible countermeasure and suggestion is high, in order to optimize the fund external governance mechanism and internal governance mechanism, helping them out of the dilemma of development and solve the bottleneck of the development.
