With the continuous improvement of social development,the progress of medical and health services and the change of the concept of fertility,the family structure of our country has changed greatly,the life expectancy of the population is prolonged,and the aging degree of the population has been deepened year by year.Facing the social impact brought by the aging of the population,our government has taken some measures to solve this problem.However,at present,the retirement system in our country has forced them to leave their jobs too early,and the society has not formed a suitable and perfect system to continue to participate in the society,resulting in a large amount of waste of human resources and the aggravation of the social financial burden,which is not conducive to the easing of the increasingly serious social contradictions brought by the aging of the population.In the needs of the aging population and the modernization of governance,how to fully utilize and utilize the surplus value of the elderly and let it regain the society's respect and recognition become the urgent problem that the society needs to pay close attention to.Taking the Shihezi city as an example,based on the sixth national census,the Xinjiang Uygur Autonomous Region and Shihezi Statistics Yearbook,this paper summarizes the general situation of the development of the elderly human resources in Shihezi through observation and in-depth interview,analyzes the problems,the influence and the causes of the existing human resources in the old year of Shihezi,in the developed countries and the developed provinces and cities in China.On the basis of successful experience,countermeasures were put forward to make Shihezi become a sample of research on the development of elderly human resources in the western border areas.There are five chapters in this study,the first chapter is the introduction,the main content is to summarize the background,purpose and significance of this study,the status of research at home and abroad,to sort out the research ideas,to summarize the research methods,innovation and shortcomings of this study.The second chapter is mainly about the supporting part of motivation.The author defines the concept of the development of human resources and the modernization of governance.From the theoretical and practical basis,the author expounds the importance and significance of the development of the elderly human resources in Shihezi,and expounds the relationship between the development of the old human resources and the modernization of the management of the human resources.The third chapter,based on the development of the old human resources in Xinjiang,understands the current situation of the aging of the population in Shihezi,summarizes the main contents and development methods of the development of the old human resources in Shihezi,and summarizes the achievements made in the development of the old human resources in the city of Shihezi.The main content of the fourth chapter is to summarize the problems in the development of elderly human resources in Shihezi and the reasons for this problem.Because of the low level of development of the old human resources and unbalanced development in Shihezi,the burden of government finance and the waste of human resources are caused,which is not conducive to the long-term development of Shihezi.The fifth chapter is the research path and the countermeasures.Based on the experience of developed countries in the development of elderly human resources,this paper puts forward some countermeasures.From the four aspects of the national level(Li Fa),the government level(the implementation and publicity of the policy and the feedback of the effect),the social level(the role and value of the social NGOs)and the individual level(through the improvement of their ability and quality through the elderly education),this paper puts forward a better development strategy for the development of the elderly human resources in Shihezi.
