The Human Rights group grew out of China in the 1920 s. According to the political genre, the political organization should belong to the reformist faction of the bourgeoisie. The Human Rights group was raised from the "New Moon". It was leaded by Hu Shi, Luo Longji, Liang Qiushi, Pan Guangdan and other core members from the “New Moon”. In the 1920 s, Chinese people were being caught in the cruel rule. People’s lives can be imagined. With basic needs not met, lives and property rights could not be guaranted, came to being the Human Rights Group. They advocated the protection of human rights, promoted the development of the Constitution in order to protect human rights, and appointed people with expertise to manage the country. They also fight against Kuomintang Government’s Ideological absolutism and advocated freedom of thought.They don’t realize at the time of the China society, and the inevitability of the bourgeois, at the same time they attempted to use the mild form of institutional change to save the chaotic society, which having led to the The Human Rights group flashing in the pan, the failure is inevitable.However, under the dictatorial rule of the Kuomintang government, the intellectuals of the "human rights group" dared to attack the power, introduction the thought of the human rights and the legal, which’s progress and positive significance is undeniable.The Human Rights Campaign failed, but the Group’s thoughts is still be used for reference.This paper is divided to five parts.The first part: The emergence of Human rights and the formation of school of political thought. Firstly we elaborate the one party dictatorship and the perplexing inner-party of the Kuomintang. Secondly we introduce the cultural foundation of human rights faction from the group of the Crescent Moon.The second part: Human rights safeguard of the Human Rights Group. The first is the origin of western human rights theories and formation, which especially describes the point of the Locke about the individual rights and the division of the government rights, as the same time, the classification of human rights in the declaration of the rights. Secondly, it introduces the spread of western concept of human rights in China,and the dissatisfaction of the Kuomintang deprived of the human rights, at the same time, the formation of the human rights which is modeled on the Western human rights.The third part: Legal thought of the Human Rights Group. First introduce the human rights theorists’ struggle of Constitution, and the criticism of laws promulgated by the Kuomintang Party, exposing their hypocrisy and empty. Then describe the views of Luo Longji on the law, which is that the laws should have equal and meticulous quality.The forth part: Idea of the Human Rights Group that against the thought tyranny.First elaborate the concept and importance of the thoughts and speech freedom, which is advocated by the human rights theorists. Then introduce the human rights theorists’ severe criticism of the Kuomintang Party’s repression on the thoughts and speech freedom.The fifth part: The expert political thought of the Human Right Group. First of all,we expound the criticism about the Kuomintang dictatorship from the unfeasible of the authoritarian system and "political tutelage" the necessity of the two aspects of the human rights. Secondly, it expound the point about the advocating the political expert and the realization of the Democracy.
