Study On The Reform Of The System Of Direct Management In Guizhou Province

"If the county areas can be governed well, then the whole country can be ruled well with fairness", this is already the typical political governance in the history of China. In the administrative system of China, county-level regime has always been extremely important basic administrative unit. Guizhou province is an under-development region with diversified regional development, and the traditional "city governing county" system will no longer adapt to rapid development of economic society.Therefore, it is necessary and urgent to promote Guizhou transformation development and deepen administrative reform by exploring "The Direct Government of Counties by Provinces" reform. Guizhou province governing county reform is a major reform of the administrative system, but also a complex social system engineering, it relates to the personnel management, administrative division, public services, fiscal and taxation adjustment and many other factors, must be combined with the actual situation in Guizhou Province,reference and practice at home and abroad successful experience. In this paper, the application of modern management theory, researches on reform pilotcounty of Guizhou Province, from the perspective of experience, Guizhou Province, the real operation condition, the concrete implementation situation of Renhuai City, taking the Guizhou Province Governing County Weining County, the pilot reform, expounds the process of Granville County, Renhuai Province tube county city reform, achieveanalysis of two straight after the performance and the problems, and put forward ideas and measures to deepen the reform of province governing county.The thesis is divided into six chapters, the main contents of each chapter are as follows:The first chapter is an introduction. This part mainly explains the research background and significance, the related literature review, research methods and researchinnovations and deficiencies.The second chapter is to define the concept and basic theory. It analyzes what is the city county and province tube county, and explains the theoretical foundation of the thesis.The third chapter introduces the history and experience of reform of County Administrated by province in China to explore. This chapter traces the city governing county history, summarizes the problems of city county, and a part of provincegoverning county reform of our exploration are analyzed, mainly summarized our country several typical pilot area of province governing county reform, at last, the latest developments of the county in our province is introduced.The fourth chapter analyzes reform of governing the county system in Guizhou, explores the historical evolution of the tube county in Guizhou City,the current Guizhou City governing county administrative hierarchy system from twoaspects of positive and negative were evaluated, finally the feasibility of province governing county to carry out the analysis done.The fifth chapter analyzes two reforms in Guizhou Weining, Renhuai County. This chapter first reviews the process of the two province governing county reform, thenanalyzed the two province tube county after the achievements and existing problems,and the two work made the overall evaluation.The sixth chapter puts forward relevant ideas and Countermeasures of deepening thereform of province governing county, Guizhou. Drawing lessons from the domestic andsome successful experience, combined with the specific circumstances of Guizhou, thesuit one’s measures to local conditions, put forward the suitable countermeasure oflocal development, in order to realize the reform of province governing countyadvancing.
