Implementation Of Shandong Province "County" System Reform

"Province-Governing-County", which mainly refers to the administrative system from the current three-tier system of"Province-City-County"to two-tier system of"province - city and county",has turned into an important topic in the theory of the administrative system reform in recent years, The reform of the"Province-Governing-County"refers to many aspects such as personnel, financial, planning, project approval and so on.China began the trial of"Province-Governing-County"reform in 1992. The regions which implementing fiscal reform experiments have achieved about two-thirds of the country provinces and cities so far,.The research on the reform of the"Province-Governing-County"started in 2002, significantly increased in 2004 of China. Supporters mainly focus on the defects of the"City- Governing- County"as well as the necessity and the experience of the"Province-governing-county", opponents mainly focus on the Geographical, political and economic aspects of the differences which means that the immaturity of the"Province-Governing-County"reform in them. In general, research on the"Province-Governing-County"started late,so, systematic and practical monograph is very few. What is more, study on the practice of the"Province-Governing-County"in Shandong Province is rather less.Therefore, combining the necessity of the"Province-Governing-County"reform and the real situation in Shandong Province,this paper will do a systematic study on the reform from different point of view.The first part of this article includes the first three chapters. Using the document analysis, this part mainly defines the meaning of the"Province Governing Country"from the theoretical source, introduces experience of foreign management level and the domestic reforms, and studies the disadvantages of the"City-Governing-County"and the superiority of the"Province -Governing -Country". The latter part of this paper includes the fourth and the fifth chapter. Using the effective investigation method, this part is mainly focused on the observation of the experiences of the developed regions and the summary of the suitable path for the reform in Shandong Province. Among them, the fourth chapter, make a design of the"Province-Governing-County"reform in Shandong from a practical point of view. Chapter fifth mainly makes a supervision of the issues that may arise from the ideas and management scope as well as supervision, and provides specific recommendations for Shandong Province, which will make a practical help to avoid taking unnecessary detours.In short, the paper studies on the"Province-Governing-County"of Shandong Province and even the country from the theoretical and practical aspects, which will be able to provide reference to the reform of Shandong provinces and the nation,in order to promote economic and social development actively and steadily .
