"Province Governing County" Organizational Reform New Exploration

With the swift and violent economic development in counties, the reformation of "Province governing County" system and "Strong county empowerment" has turned into an important topic in theory, which is gained much attention. At present, the "City governing County" management system is badly obstructing the economic development in counties. Therefore, reforming the "City governing County" system and establishing a flat "Province governing County " administrative system have become an urgent need and strategic choice to promote the economy and deepen the reformation of administrative organization. By expanding the administration scope and reducing the administration levels, the "Province governing County" system conforms to the rules of society development as well as the administration management theory of administration levels and administration efficiency.Flat management will be the inevitable trend for the reformation of administrative organization in China, and its breakthrough point lies in the "Strong county empowerment" and the "Province governing county" system. Proudly, Zhejiang is a success in practice of the system. In 1992, 1997 and 2002, the Zhejiang government introduced politics and measures to develop counties which have a strong economy. And in November, 2006, the city of Yiwu was chosen to be a reformational pilot to further expand its jurisdiction for economy and society management, which made the county management enter a new stage. With the further advancing of the "Strong county empowerment", the trends are more and more obvious that the reformation of the "Province governing county" system should be carried out from by finance to by administration.Using correlative theories to distinguish management and administrative management, this article focus on the "Province governing county" system after analyzing the advantages and disadvantages of "City governing county" system and "Province governing county" system. Certainly, the successful practice in Zhejiang and the meaningful pilot of Yiwu are two samples. Firstly, it discusses the possibility of the "Province governing county" system in theory and in practice by analyzing the disadvantages of the "City governing county" system and advantages of "Province governing county" system. Secondly, existing problems and difficult situations are listed according to the practice of "Province governing county" in Zhejiang and the pilot of "Strong county empowerment" in Yiwu. Finally, some suggestions and countermeasures are proposed for "Province governing county" system and "Strong county empowerment" strategy. At the same time, this paper also elaborates on how to establish the "Province governing County " administrative system.This paper takes the reformation of "Province governing county " in Zhejiang and the "Strong county empowerment" in Yiwu as a breakthrough point and aims to searching for a new way for further economic development in counties through combining theory into practice. By learning successful experience at home and abroad and thinking out of the box, it hopes to contribute more to realizing the complete "Province governing county" system.
