A Study On The Incubation Of Social Organizations In The Context Of Government 's Purchase Of Public Service

Since the reform and opening up, the development of China’s modernization and citizenship evolved constantly. At the same time, the "national—society" bipolar relationship has taken great changes. Traditional "mono-center" system can not adapt to the development of society, mianly for:on the one hand, the governments are drawing more attention to "polycentric" in their public service supply, encouraging more social power to join social construction; on the other hand, the flourishing of society organizations also brings more fresh elements to social construction, which has laid the organizational foundation in intervening more public space. Thus, local governments began to explore the outsourcing of public services in the form of a contract to purchase social service organization in the specific practice of social policy, which greatly promoted the development of social organization. However, due to the involvement of the social organization of public services belong to new things in our country, In the process of undertaking a public service, there have been a lot of capacity shortage problem, such as:Inability to undertake, lack of professional, Financial chaos, without the support of resource and so on. This has seriously affected the reputation and sustainability of social organization. So, how to build capacity for social organization became the government and social organizations’s urgency. It is in this case, the supporting organization of "Y" area nonprofit incubator emerged, aims to provide capacity building in the initial phase of social organization.This paper based on civil society theory and resource dependence theory, applying literature research, comparative studies and empirical research methods to "Y" area nonprofit incubator, To explore supportive social organization in fostering social organizational or hatch patterns better. In Synchronic aspects, this paper analysis the capacity building assessments to the settled social organizations detailed in the year of 2013, agreed that strengthening the social organization of the financial processing capacity-building, optimizing organizational capacity assessment mode is an important means of promoting the development of social organization settled. In diachronic aspects, this article analyzes the changes and the reasons for "Y" area nonprofit incubator in cultivating social organizations during 2012—2014 (on),pointing out that the support of policy and the development of social organization are the main reasons why "Y" area nonprofit incubator changing their contents. At last, this paper also illustrates that the following variables can play an important role in the process above, the variables are:"Y" area nonprofit incubator, social policy, the public and other related factors. On the basis of the above, this article talked about its problem during the process of capacity building and made some conclusions or measures.
