Research On The Capacity Building Of Social Organizations In Sihui For Undertaking Government Purchase Of Services

With the increasing complexity and refinement of social management,the services required by the public are becoming more and more diversified and specialized,and the traditional governance mode,in which government undertakes the whole things,is difficult to continue.More comprehensive,professional and adaptive social organizations are needed to undertake the government procurement services.At this stage,although the government has taken the step of purchasing public services from social organizations,it is still a question whether social organizations are able to undertake and to what extent they can.Therefore,the research on the capacity-building of social organizations to undertake government procurement services has become an important topic.This paper takes Sihui social organizations as the research object.In order to fully understand their capacity-building problems in the process of accepting government procurement services,this paper summarizes the ability of social organizations to smoothly undertake government procurement services through a large number of literature summary,and then designs a questionnaire related to this topic.The results based on the data statistics and analysis of 62 questionnaires collected show that the social organizations of Sihui city still have the problems of insufficient capacity-building in the aspects of basic support and guarantee,internal management system,professional technical services,sustainable development etc.,which need to be improved in these aspects.The main research structure of this paper is divided into the following parts: The first part is the introduction,which mainly discusses the research background and significance of this topic,the theoretical research and development process of social organization capacity building in China,the current domestic and foreign research status of social organization capacity building to undertake government procurement services,and the research ideas and methods of this paper.In the second part,the definition of social organization,government procurement service,capacity building and other concepts by domestic and foreign experts and scholars are combed,and the relevant theoretical basis is explained.The third part introduces the development process and basic situation of the social organizations in Sihui City to undertake the government's procurement of public services,and conducts empirical research on the basic situation,service acceptanceand capacity-building of the social organizations through questionnaires and interviews.The fourth part is the difficulties and reasons for the social organizations of Sihui City to undertake the construction of government procurement service capacity.Mainly through the statistics and analysis of the survey results,to clarify the current social organizations to undertake the capacity-building of government procurement services,and analyze the problems one by one,find out the causes of the problem.The fifth part is the countermeasures and suggestions to improve the ability of social organizations in Sihui City to undertake the construction of government procurement services.Including strengthening the allocation of basic resources,building a support and guarantee system;improving the internal governance structure,standardizing the organization,management and operation;focusing on professional skills training,creating a core competition system;formulating long-term development plans,improving the level of sustainable development,etc.Finally,it summarizes the research of this topic,analyzes the shortcomings and prospects the future research.
