Social organizations in China evolved from nothing to something,and from government sponsoring to independent operating.This change comes from the continuous improvement of social development and the transformation of government operating philosophy.This change is more obvious in recent years in the practice of foreign government's public service procurement.The relaxation of the main body of the suppliers of public services is an important measure of the government's commitment to administrative reform and government function reduction.As a major player in the public field,social organizations have some natural alignment with public services.As a result,it has become an inevitable trend for social organizations to become the new part of public services providers.But there is still a long way to go for social organizations and governments to complement each other in the field of public services.The biggest obstacle is the capacity building of social organization.This research mainly talks about the capacity building of social organization to provide public services to government,focusing on what capacities of social organizations should have and how social organizations can gain competitive advantages in the market-oriented public services.The structure of this article is:The first part is the introduction to this topic,discussing the research background,the significance of the research,the status quo of this topic at home and abroad,the definition related to this topic,and the main contents of the article and the research methods and innovations.The second part illustrates the development of social organizations to provide public services and the status quo of their capacity building,discussing the historical development of government's procurement from social organizations at home and abroad,and the status quo of the capacity of China's social organizations to provide public services to government.The third part is the difficulties and causes of the social organizations'capacity to provide public services to government,analyzing the various difficulties faced with China's social organizations in their process to provide public services and the specific causes to these difficulties.The fourth part provides the benchmarking of the capacity of China's social organizations with their foreign counter-parts to provide public services.Based on the analysis of the arrangement and selection of public services provided by social organizations and the roles of governments in public services procurement in several representative countries,we get what China governments can learn from the capacity building in other countries.The fifth part discusses the tactics of how to improve and optimize the capacity of social organizations to provide public services,from the perspectives in social organizations' financial management,the development and implementation human capital,brand management and external providing tactics based on social organizations' competence and their external environment development.The sixth part is the conclusion,summarizing this research,analyzing its potential shortcomings of this study and forecasting future researches.It is hoped that this research can contribute to the capacity building of China's social organizations to provide public services to government.
