Research On The Capacity Building Of Social Organizations In Government Procurement Of Public Services

In recent years,the institutionalized supply of public services by the government has further promoted the capacity building of social organizations in a prominent position.In this process,we have achieved a win-win move in promoting transformation of government functions,improving social governance structure and stimulating the development of social organizations.In the market economy,strengthening the capacity building of social organizations is also a strategic choice for the modernization of national governance capacity and governance system.To explore the relationship between the current government purchasing public service system and the capacity building of social organizations in China,on the one hand,we need to understand the identity and function of the social organization as the government purchase public service in this field,and on the other hand,we need to push forward the social organization as a government purchase.The construction of the supporting capacity of the public service to undertake the main body.Starting with the historical background and basic concepts of government purchasing public services and social organization capacity building,this paper,based on governance theory,public choice theory and principal-agent theory,integrates government purchasing public service and social organization capacity construction into an analytical framework to clarify the existing institutional elements and social environment in the former China.To some extent,factors have become the main reason for improving the ability of social organizations.By studying the coupling relationship between the government buying public service system and the social organization management system,the focus is transferred to the internal governance structure of the social organization,and the imperfect internal governance structure and the lack of function also affect the development and promotion of the social organization ability.The lack of social organization ability in the government purchase of public service mainly lies in the poor ability of resources,lack of self governance,lack of independence,sense of mission and lack of innovation consciousness.This not only hinders the development of social organizations,but also has a negative impact on the government's purchase of services.Based on the problems found above,we need to promote the construction of social fields,create a good institutional environment for the promotion of social organization,further clarify the role requirements of the social organization,reduce the dependence on the government,improve the internal governance structure of the organization,strengthen the service capacity,build the governance system of the social organization of the project system,and build the system.We should set up a professional personnel team and strive to improve the credibility of the social organizations to make clear the path selection for improving the ability of social organizations.
