A Study On The Public Governance Of Multi - Ethnic Community In Urumqi City

Urumqi is the capital city of the Xinjiang Uyghur Autonomous Region that converging Han, Uyghur, Kazakh, Hui and etc. In recent years, some terrorist attack happened in Urumqi because of the influence of the Three Evils. Which brought some difficulty to community management.This year is the 60th anniversary of the Xinjiang Uyghur Autonomous Region.The development of Urumqi drew attention of the whole nation.The difference of community work between Xinjiang and other places is despite from developing the service,culture,education,health and environment of community. More importantly the safety of community must be maintained. Maintaining the social stability and long time security is the emphasis of community work.In Xinjiang stability comes first. Losing stability means losing everything.Community work should focus on the security, service, culture, education, health and environment of community. Different pattern should be used on different content,facilitating the community work successfully in Urumqi.We did a survey in Urumqi square and Xin Hua Nan road communities, and interviewed some community workers and cadres. Got knowledge of the development in communities of Urumqi. Community works will be carried out such as strengthening the community residences’sense of participation, strengthening management of floating population, tightening up public security, promoting community education, promising community residences’s health. The management of communities in Urumqi needs endeavor of the government,non-governmental organizations and communities.The government of Urumqi should support community work in aspects such as system, policy, economy and technology. Firstly government should strengthen institutional support, guaranteeing the efficiency of community work institution wise. Secondly, government should strengthen policy support. Guaranteeing the efficiency of community work policy wise. Thirdly, government should strengthen economical support. Guaranteeing the efficiency of community work economy wise. At last, government should strengthen technological support. Guaranteeing the efficiency of community work technology wiseUrumqi city should actively strengthen non-governmental organization construction of communities. Allowing it to play its important rule in community management. Government and community should pay high attention to non-governmental organization construction. Continuously improve relative laws and regulations.Perfect the management and supervision of non-governmental organization.Guide the religious organization to fully give play to its positive influences to the society. In the mean time on-governmental organization should actively take part in community management work. Perfect it’s self-improvement and contribute to harmonious social development at the same time.Community should continuously improve it’s self-management in order to contribute to harmonious social development.
