With the acceleration of urbanization,China has entered an active period of cross-regional flow of people from all ethnic groups.Multi-ethnic communities are constantly emerging everywhere becoming the basic unit and important field for residents of all ethnic groups to live,study,work and have fun together.So the construction of multi-ethnic communities for co-building,co-governance and sharing is an important task of urban ethnic affairs,and a key to forge the Chinese national community consciousness.Community publicity is the key to solve the fragmentation of community governance and atomization of community residents,and to build a co-build and shared multi-ethnic community.However,the current publicity of multi-ethnic communities is faced with dilemmas such as loose community network,decline in public value,low participation rate in public affairs,and lack of community awareness.JMS in Yiwu,Zhejiang Province,has residents from 74 countries and 29 ethnic minorities.It is a typical multi-ethnic community in the scattered populated areas in eastern regions,and has achieved good community publicity.This paper conducts research on the publicity construction of multi-ethnic communities,hoping to extract practical experience and suggestions based on the case analysis of JMS,and provide inspiration and reference for other multi-ethnic communities.First of all,the research refines the analysis framework basing on the community publicity theory,the research at home and abroad,and China's reality.Specifically,community publicity is embodied as a network of mutual trust and mutual dependence at the structural level,as a shared value and cultural at the value level,and as active and orderly public participation at the governance level.The three levels are interrelated and progressive.At the same time,the publicity of multi-ethnic communities has certain particularities.At the structural level,it is reflected in the involution of the community relationship network and the labeling of the residents' ethnic identity.At the value level,it is reflected in the obvious influence of the multicultural and religious beliefs.At the governance level is reflected in the limitations of the participants and the stratification of the participation.Secondly,the research conducted a survey on the community publicity of JMS,and found that based on the leadership of the Party and the public space,JMS has successfully built a network of mutual trust and mutual dependence;through the community conventions and community culture,JMS has created a shared value and cultural for all ethnic groups,and rely on the professional organizations and volunteer groups,JMS has promoted the active,orderly and continuous public participation.Finally,based on the case analysis of JMS,combined with the reality of multi-ethnic communities in China,the research puts forward practical countermeasures and suggestions for community publicity construction of multi-ethnic communities from the levels of structure,value and governance.At the structural level,it is necessary to build an effective community governance network,expand the neighbor relationship to establish a community relationship based on mutual trust;at the value level,it is necessary to condense the public spirit of the community,and prosper the community culture to cultivate a spiritual home shared by all ethnic groups;at the governance level,it is necessary to promote active and orderly participation of residents on the basis of consensus on interests and empowerment.
