Since the founding of the People鈥檚 Republic of China, the government hascarried out six major political reforms i.e. streamlining government administrativebodies in1982; integrating government institutions in1988; streamlining theinstitutions and their organizational structures and rationalizing the relations betweendepartments in1993; transforming functions of our government, adjusting theadministrative division and further streamlining the institutions in1998; improvingthe management of state-owned assets and macro-control in2008. These reformsmainly focused on adjusting the horizontal division of our administration and rarelytouched on shifting its vertical division. Therefore, our local governments are stilllarge, overstaffing and badly-organized and they are faced with some otherdeep-rooted issues such as the heavy financial burden. These institutions are in avicious circle of repeatedly streamlining and expanding.The eleventh five year plan put forward vertical administrative reform for thefirst time by stating that we should continue reforming our government, optimizingour organizational structure and streamline our administrative institutions. In the pastfew years, vertical administrative has caught our attention as the governmentconstantly stress the importance of this issue in their reports.In fact, the local administrative hierarchy (province-city-country) also containssome problems that cannot be ignored. The over-sized and over-lapped administrativebody is unconstitutional and has lowered the effectiveness of the government as wellas the fidelity of information. Cities can no longer drive up economic growth as it didin the past and has impeded the development of counties to some extent.Faced with these issues, reforming our local administration is of vital importanceand "Province-Governing-County" is one of the measures for this reform. This articlewill begin with these results and try to put forward some solutions to our "ProvinceGoverns County" reform by drawing on the experience of Germany. By doing so, wehope to implement our administrative structure reformer cording to the condition of our nation and transform the function of our administration in order to build aservice-oriented government.
