Study On Provincial Government Functions During The Development Of County Economy

County economy is the elementary unit of national economy."County",located at the forefront of public administration and policy implementation,is the most direct "service platform" for national policies.The five-level governments including central government,provincial government,municipal government,county government and township government all play the role of promoting the county economic development.Among which,provincial government,as a bridge between the central government and local government,is not only subordinate to central government,but also the highest representative of local interests,being able to provide policy support and macro institutional environment for county economic and social development,so as to make up for market failure and guide the allocation of resources,on top of that,it also plays an important role as producer and provider of public goods and services.Based on this,giving full play to provincial government functions is an important research issue for driving the high-quality development ofcounty economy.The paper,focusing on the subject of provincial government functions in the development of county economy,took the government functional performance of county economic development of the Nei Monggol autonomous region as the object of study,and made detailed analysis on functional performance and existing issues,more than that,with the support of documents collection on relevant issues by means of documentary method,the deep cause of existing issues were analyzed with the combination of theories related to government functions,and then corresponding countermeasures were put forward.This paper finds that the effects of government functions in the county economic development of Inner Mongolia Autonomous Region are comprehensive,including the lack of change in government thinking,unscientific public policy formulation and other factors.Finally,starting from the influencing factors,combined with the relationship between the county economy and government functions and the empirical research on the government functions in the county economic development of Inner Mongolia Autonomous Region,this paper puts forward some countermeasure suggestions from five aspects such as repositioning the government role,improving the macroeconomic regulation and others.
