Research On Direct Provincial Supervision Of County Reform In Jiangsu Province

Jiangsu Province carried out a series reform experiments on "direct provincial supervision of county reform" in2005and2007. For nearly several years research, the outcomes show that "direct provincial supervision of county reform" has promoted the economy rapidly. The research in Jiangsu province shows a new way for settlement of the county economy problem, so the article supposes that "direct provincial supervision of county reform" can solve the county development issues.This article controls five parts:the first part covers the basic contents on local governance theory; the second part shows the five "direct provincial supervision of county reform" in time sequence; the third section analyzes the details of "direct provincial supervision of county reform"; then the next part analyzes and summarizes the experience and problems of "direct provincial supervision of county reform"; in the conclusion part the article supposes that "direct provincial supervision of county reform" is workability, but full consideration is necessary.Three main research methods are used in the research of Jiangsu’s "County Directly Administrated by Province". First research method is process analysis.It mainly studies the formation and evolvement process of Jiangsu Province’s administrativehierarchy process analysis the history of the formation, evolution and development process, explore the disadvantages of the practice of "county directly administrated by city", and expounded the necessity and possibility of putting "County Directly Administrated by Province" into practice. Second research method is literature analysis. Relevant literature are fully studied and reviewed. Existing academic achievements are analyzed and considered in an attempt to achieve innovation in theory. Still another method is comparative analysis. Through comparing and analyzing of existing effect, similarities and difference of Jiangsu province’s pilot county for "County Directly Administrated by Province", it assesses the reform effect in South, Middle and North Jiangsu, and further view the feasibility of the implementation of "County Directly Administrated by Province" in the three areas in a balanced perspective.The paper has the following innovation points. First, based on specific situation of Jiangsu province and taking the existing theory achievement of "Province Directly Administrating County" and its experience in fiscal system of Jiangsu Province into consideration, this paper explores the necessity, possibility and effective means to put "County Directly Administrated by Province" into practice. Second, it argues that county-level areas can be adjusted properly based on politics, economy, law, history, ethnic groups, customs, geographical environment among other elements of China, particularly that of Jiangsu. Third, it has made objective assessment for prefecture-level cities in Jiangsu Province and re-establishes their status, and explores the implementation of effective interactive relations of governments.
