Research On Emergency Management Mechanism In Community Governance Of Big Cities In China

Recent years, both domestic and global public safety risks are increasing, various types of catastrophic emergencies occur frequently. Large cities which are influenced by the wave of globalization and modernization confront particular risks than ever. Communities are the fundamental units of the cities, so they have played a more and more important role in emergency management in large cities. In our country the policy-making of emergency management are paying more attention to communities. However, our country now lack of the research from the angle of preventing management and basic unite governing to analyze emergency management mechanism from communities in large cities.Based on the governance theory, this paper analyzes a typical H community in Beijing, by compared with the US, Japan and Hong Kong, to illustrate and prove the responsibilities one community could take in emergency management. In the end, the author proposes ideas and suggestions on the construction of community emergency management mechanism in large cities.This paper argues that our large cities should pay attention to the fundamental role of the community in the whole emergency management system. Given the realities and the unique advantages of communities in large cities of China, community emergency management should focus on both prevention and relief, and gradually improve emergency response capabilities in the process of risk management. Thereby minimize the probability of occurrence of various types of security risks and reduce the damage caused by all kinds of catastrophic events. “People” is the core and support of emergency management, so the communities in large cities should play mainly to enhance people’s awareness of safety and first aid capacity to promote people’s initiative, starting with build community emergency management coordination mechanism, making a difference in mechanisms constructing of community emergency volunteer team building, education and training, developing and exercising plans and monitoring and early warning, then establish the emergency management system as close to the reality of community of large cities, community roles and responsibilities of matches in our country.
