Study On The Community Emergency Management Problems Of G District Of Kaifeng City

At present,public health events,natural disaster events,accident disaster events and social security events pose challenges to China's emergency management system and ability.As the first scene of emergency management,community is the main position of urban emergency management.Community emergency management is a complex process,from emergency planning to monitoring and early warning,from emergency response to recovery and reconstruction,any weak link will affect the actual effect of emergency management.In order to give full play to the role of community in urban emergency management,push forward the emergency management work,and deeply study and analyze the function of community in urban emergency management system,it is very necessary and urgent.District G is located in the center of Kaifeng City,Henan Province.It has rich garden water system and cultural architecture landscape.Night market catering industry is developed,tourism economy is prosperous,and a large number of population flow brings many uncertain risk factors.At the same time,as an old urban area,community situation is complex,new problems and new situations emerge in endlessly,and community emergency management problems are more prominent.The case study of G District of Kaifeng City has certain typical significance and research value.Based on governance theory and 4R emergency management theory,this paper analyzes the current situation of community emergency management in G District of Kaifeng City Based on the four processes of emergency management.It is found that the community in G District of Kaifeng city still takes the traditional temporary response and remedial emergency management as the main mode.The problems such as formalization of emergency plan management,weak risk monitoring and early warning ability,insufficient specialization of emergency response,and imperfect psychological intervention mechanism are more prominent.These problems run through the whole emergency management process and seriously affect the actual effect of community emergency management.The above problems are caused by many factors,especially by the government financial input,emergency personnel allocation,social environment,degree of specialization and other factors.G District of Kaifeng city must realize that community emergency management is always a dynamic development process.Starting from the four main links of emergency management,it should constantly summarize the emergency management problems,and continuously improve and optimize the community emergency management system.Further improve the emergency preparation and support ability from the aspects of emergency system construction,emergency plan management and emergency culture construction;enhance the emergency monitoring and early warning ability from the aspects of post setting,dynamic early warning,material support,etc.;improve the community emergency response professional ability from the aspects of professional emergency team training,volunteer team training,etc.;identify key groups We should set up professional psychological counseling group,summarize experience and prevent risks,and do a good job in community emergency recovery,so as to better protect the safety of people's lives and property,and maintain social harmony and stability.
