In China’s today, a number of public facilities have appeared. Some infrastructures meet the needs of social development while bringing negative effects, and this gives rise to the conflict between the mass and government. So the concept of NIMBY(Not In My Backyard) had been created to describe the phenomenon. In China, as well as the popular of the democracy and legislation, NIMBY has been common, and it has a increasing trend. Studies of NIMBY will enable government to analyze the reasons of conflicts and stimulating factors, and to find approaches and practical methods to solve the problem.In the base of the review of previous studies, This paper makes a conceptual framework for understanding the NIMBY. It defines the concept of NIMBY, explains the syndrome’s characteristics, the causes and the dispute over it. Essentially NIMBY is the conflict of people’s values: the mass’ s behavior of free-rider and the lost of the residents’ interest. In China, because of the defects of the traditional policy model, The lack of public interest expression mechanism and the fighting for benefits, the Chinese government now face a much grimmer situation. On the contrast of Ningbo PX case in China and the experience of overseas government, the paper analyzes the real reasons of failure to set up such plants, then find differences between China and overseas government in NIMBY. The paper has a in-depth analysis of challenges which NIMBY brings to modern public policy, including reflections on the value of policy. Finally, we try to find the solution of NIMBY in China, such as policy specification, improving economic, political, legal and social mechanism, improving compensation for environmental damage, in order to avoid NIMBY conflicts.
