With the acceleration of urbanization and people's consistent pursuit of a better life in China,environment and health have become sensitive terms,and the "Not In My Back Yard"(NYMBY)protests have posed new challenges to our social security and governance.However,the construction of public facilities with NIMBY effect is still an unavoidable issue for the government,enterprises and the public,in order to promote economic development and meet the public demand for public services.Based on the perspective of risk and public sentiment evolution,this paper analyzes the case of " Waste Incinerator in Boluo,Guangzhou " and explores the countermeasures of environmental NIMBY events in China.Firstly,this paper analyzes the concept group of NIMBY through literature review,and combs the relevant theories about risk,governance,stakeholders and collective action,and determines that the focus of this study is environmental NIMBY events.In view of the current research at home and abroad,this paper clarifies the train of thought about case analysis and control measures.Then,the paper discusses the current situation of environmental NIMBY events and summarizes the feature of governance in China.Afterwards,this study researches the process of the selected case in the framework of the mentioned theories above,and summarizes the logic and law of the NIMBY risk and public sentiment evolution.Finally,the dynamic and two-dimensional governance countermeasures are put forward by drawing on the successful experience of foreign macro-emergency system and micro-NYMBY resolution.At different stages of the event,we should focus on their own emphasis to deal with the NYMBY risk and public sentiment dynamically,and construct a co-governance pattern among different stakeholders.
