A Study On The Influencing Factors Of Public Participation Of Public Policy Process In NIMBY

China is fully towards modernization to which the urbanization and industrialization is the only way. With the development of urbanization and industrialization, China’s NIMBY problem has become increasingly prominent, which caused a lot of pressure to social stability, so that a growing number of people paid attention to. The program policy of NIMBY facilities is related to the vital interests of citizens, especially the surrounding people. If there is no public participated in the process of public policy, it is easy to cause NIMBY conflict which threatens social stability. Therefore, improving public participation is an important way to resolve the NIMBY problem. However, from China’s practical condition, public participation in NIMBY situations still is superficial public policy involvement because of the inadequate public participation willingness and the low public participation effectiveness, which caused too much limitation to resolve NIMBY problem through public participation. In the face of the dilemma, the governments need to deepen the understanding about which factors have influences on the public participation willingness and effectiveness in NIMBY situation, and to seek for the effective ways to improve public participation willingness and effectiveness.After reading a lot of literature, combining the theory of planned behavior, the theory of the policy process, human systems theory and the decision-making model of public participation effectiveness,this paper builds the influenced factor model of public participation willingness and public participation effectiveness in the dimension of public policy in NIMBY situation. Then the paper analyzed the differences of public participation willingness in the various stages, and the influenced factors of public participation willingness and public participation effectiveness. Finally, based on the conclusions of data analysis, this paper respectively put forwards countermeasures and suggestions to improve public participation willing and public participation effectiveness.The results showed that: 1.IN NIMBY, For the Public Participation Willingness, there are significant differences between formulation period and implementation period of policy process; there is no significant difference between metaphase and evaluation period of the policy process. 2. In formulation period of policy process of NIMBY, attitude has a significant positive impact on public participation willingness, it is a key influencing factors of public participation Willingness; subjective norm and perceived behavioral control have significant relationship with public Participation Willingness, but has nosignificant positive impact on it.3. In implementation period of policy process of NIMBY, attitude has a significant positive impact on public participation willingness, it is a key influencing factors of public participation Willingness; subjective norm and perceived behavioral control have significant relationship with public Participation Willingness, but has nosignificant positive impact on it.4. In evaluation period of the policy process of NIMBY, attitude has a significant positive impact on public participation willingness, it is a key influencing factors of public participation Willingness; subjective norm and perceived behavioral control have significant relationship significant positive impact with public participation willingness, but has nosignificant positive impact on it.5. In evaluation period of the policy process of NIMBY, participation capacity, participation environmental and participation process have significant positive impact on public participation effectiveness, they are key influencing factors of public participation effectiveness.6. In implementation period of the policy process of NIMBY, participation capacity and participation environmental have significant positive impact on public participation effectiveness, they are key influencing factors of public participation effectiveness; participation process have significant relationship significant positive impact with public public participation effectiveness,but has nosignificant positive impact on it. 7.In evaluation period of the policy process of NIMBY, participation capacity,participation environmental and participation process have significant positive impact on public participation effectiveness, they are key influencing factors of public participation effectiveness; participation process have significant relationship significant positive impact with public public participation effectiveness,but has no significant positive impact on it.This paper put forwards the following recommendations based on the research findings: strengthening the cultural construction of public participation;making and perfecting the related laws and regulations;improving the images of government leaders, promoting the role of public "example" and perfecting the system of publishing related information, strengthen the construction of information publish platform, strengthen information disclosure; the government should strengthen cultural construction and refine all aspects of the requirements in laws and regulations on public participation; introduce NGO to strengthen the supervision of government on public participation rights, etc.
