Research On The Reform Of Household Registration System In The New Urbanization Construction

China’s current household registration system is established and developed in the early50 "s, which has important historical mission, until now, the household registration management system in the role of population management can not be ignored. However, with the market economic system to replace the planned economic system, especially the acceleration of urbanization process, the drawbacks are becoming increasingly apparent,seriously hindered the social progress and economic development. Accelerate the reform of the household registration system has become a top priority.In recent years, some local governments have introduced a series of different models of household registration reform initiatives, and made great progress, to explore and promote the reform of the household registration system in the country has accumulated a lot of useful experience. These local household registration system reform in urban and rural household registration system has not been shaken in the case, through the form of local pilot to solve the problem of household registration to make some useful exploration, to a certain extent, for the part of the floating population and their families enjoy a certain way to set up the national level of reform and accumulated some experience. However, the reform of the household registration system is not perfect, and some even exist many problems, from the long-term perspective, the reform of household registration reform may be just the exploration of the reform of the national level, with stage and transitional features, there are many needs to improve.This paper is divided into six chapters, taking Rizhao City as an example, using the literature research, social investigation, comparative research method, the reform of the household registration system reform in the urban construction, with the new public service theory and population migration and urbanization general theory as the theoretical basis. The first chapter briefly introduces the background of the reform of the current household registration system and the significance of the topic, and the status quo at home and abroad. The second chapter summarizes the concept of household registration system and urbanization, and analyzes the related theory of urbanization. The third chapter analyzes the relationship between the reform of household registration system and the construction of new urbanization.Reviewing the evolution of the current household registration system, the necessity andsignificance of the reform of the household registration system in the urbanization construction are discussed. The fourth chapter introduces the current situation of Rizhao City household registration management, and the reform measures of the household registration system in Rizhao City, which is in the process of the new urbanization. The fifth chapter introduces the advanced practice of the reform of household registration system at home and abroad, and according to the advanced experience of domestic and foreign. In the sixth chapter, we put forward the ideas and measures to speed up the reform of the household registration system,including the basic principles and three goals and the overall thinking. Finally, we put forward three measures to speed up the reform of the household registration system. One is to further adjust the Hukou migration policy. The two is the innovative population management and the three is to ensure that the agricultural population and other resident population have equal rights.
