After that, analysis the main causes of above phenomenon.By studying patterns and practices of Shanghai and Guangzhou Communist Youth League who make achievements in participating in Government Purchase ofServices, this paper can concludes that Kunming CYL should find out the clear paths and responsibilities in participate in Government Purchase ofServices, establishing a structured system of youth affairs content, buildingmultiple monitoring mechanisms, introducingthe PPP model to broaden the government purchase financing in youth affairs, and promoting the organization’s own ability.
