A Study On The Communist Youth League's Management Of Youth Affairs In The New Period

Yong people are charged with the responsibilities of nation and youth work is also an important part of the social and public affairs. Surrounding with such topics, such as the development state of social education of the youth, employment, social participation, entertainment, love and marriage, social interactions and healthy growth, the government take charge of the education, service, management, conservation and development matters of youth group in accordance with relevant laws and policies. In China, the Communist Youth League assist the government with the youth affairs. The organization has branches at all levels in order to assort with the youth affairs effectually. The ten preferential fields of youth affair which was drew up by Programme of Action to World Youth have been developed actively and energetically in our country. It also represents the Communist Youth League's function of governing the youth affairs.With the expansion of reform and open, the economy develops rapidly and the cultural exchanges between countries become frequently. These changes made people, especially the youngsters, breaking away the old life style. The speed, extent, range of youth group's differentiation become more and more faster, further and wider. The development of young people presents more various and particular features. The traditional mode of youth work has to face new challenges and problems.This paper is based on new public management theory, government failure theory, and hierarchy of needs theory. It relates and analyzes the actualities, problems and reasons about Communist Youth League's youth management in the new period, and gives advice to improve and perfect the work in our country. The Communist Youth League should make sure itself status in youth management firstly, map out the direction for youth management and make a series of effective management systems. We should enhance the function of the Communist Youth League, establish a systemative setup, strengthen the league's ties with youngsters and accomplish the new development of youth management in the new period.
