A Study On The Patterns Of The Communist Youth League To Assist The Government In Managing Youth Affairs

The main issue which has been paid much attention on by CYL in practice is to assist the government to manage youth affairs. This essay started from the definition of management, analysing the basic elements of management activities objectives, structure, mechanism and products as internal elements; environment, needs, resources and performance as external elements. The management model was constructed on the basis of the dynamic relationship between these internal and external factors. Furthermore, the external factors including environment, needs, resources and performance not only determine the existing model of CYL on the management of youth affairs, but also influence its development in future.This essay synthesized two different perspectives on the classification of management model. One is based on the organizational structure perspective of public administration (administration), originating from the organizational structure system theory of management which focuses on the various organizational structures on purpose of achieving management objectives. The other is based on the organizational relationship perspective of public management (management), using the new public management, governance theory, the third sector theory for reference which draws its attention on the relationship between different subjects such as government, market and society in the process of coping public affairs.In the practice and exploration in assisting the government for youth affairs management, Shanghai CYL has initially formed three models. First is the third sector mode which involves youth activities, youth projects and young researches. Second is the dominant mode that the government attempts to establish government institutions on youth affair. Third is the comprehensive control mode which is represented by joint meeting of youth work. The third sector theory, the new public management theory and the governance theory in the public management theory are adopted in the three models separately. However, according to the mainstream views on youth affairs management from abroad, the management of youth affairs is closely related with the state system, system of government and the environmental factors such as economic social development. There is no the best model, but only the most appropriate model.In writer’s opinion, the management model on youth affairs should be constructed on the basis of contingency theory considering the factors of environment, needs, resources and performance in order to fit the local environment. Considering the dual properties of political and social status, CYL could adopt a mixed management model of joint conference system for youth works+comprehensive coordinating bodies of youth affairs+CYL organization, using the mechanisms of co-ordination, monitoring and evaluation, authorized management, project management, undertake, representative and negotiation, participation and cooperation, on account of the consistency of the party, government needs and youth requirements.In the section of conclusions, discussions and recommendations, the writer discussed several critical issues related to the mixed management model from the different perspectives of public administration (Administration), public management (Management), CYL organization. Moreover, the writer proposed the construct for Shanghai CYL government on youth affairs management.
