The development of Urban community is the inevitable trend of social, whether it is the original urban community, or the village to change, or the relocation of immigrants, the urban community with the process of urbanization continues to expand. China’s urban community construction started late, on the road of development, a lot of typical patterns emerge, such as "Shanghai Model", "Shenyang Mode", "Siping Mode", "Tianjin Mode", "Nanjing Mode" and so on. This construction mode of the community has promoted the development of the community in a certain period, but also encountered the development bottleneck. Urban community development has become a field of sociology in-depth study of the subject, scholars have tried to explore community-building in line with China’s national conditions and development models from theoretical and practical level.This article takes the Xincun community of Anning Jinfang Street office as an example, through case research, literature research methods by the structure of community residents, grassroots party organizations, community office and activity place, community elites analysis Xincun community governance model, and under the existing social development context, the way of community construction mainly rely on government administrative power to intervene. This pattern will appear the insufficient function of community autonomy, community consciousness and community participation is limited, lack of community talent and so on.Social governance is one of the contents of deepening the reform of the system, the community governance is reflected social governance at the community level. This article argues that the community elite can contribute to the development of the community, but the elite can not be copied and with a strong personal Color, it is difficult to maintain the sustainable development of the community.
