Research On PPP Mode Project In Yunnan Province

Due to the economic slowdown, local financial revenue decrease and debt strictness by No.43 Document of Chinese Government, the government-oriented public service based on the land finance and investment is unsustainable gradually. Public-Private-Partnership (PPP) proves to be the principle mode by the advantages of social capital involving, quality and efficiency improving, and debt pressure decreasing. Therefore, local governments and their financial sectors develop PPP positively. As a western province with low level at public service, Yunnan can benefit a lot, such as financial optimization, from developing PPP by perfect combining governmental plan, supervision, service and social creativeness and efficiency.Under such background, developing PPP draw on the reference domestically and internationally will be a better way for Yunnan to lower finance and debt pressure, in favor of its development strategy. Different from the traditional modes, PPP also has features challenging to the government, for example, long term of contacts, and complication of management, etc. Presently, Yunnan still lacks of specific, comprehensive, and viable operation procedure of PPP, so it is valuable to discuss the reasons, difficulties, and measures in this respect.This article is trying to find the problems and suggestions of PPP operation in Yunnan Province from the perspective of public management and public economics, by summarizing the achievements of foreign scholars and analyzing the practice of local demonstration programs.
