With the economic development of our country and the continuous transformation of the functions of administrative units,institutional archives management system,management style and personnel structure have gradually changed.Archives management,as a work that consumes a great deal of manpower and material resources,gradually updates management methods and simplifies management procedures according to the development of the times,which is an important direction for its continuous development.As an important carrier for preserving the government or citizens' information,the archives of public institutions are one of the functions of public institutions and part of public administration.Therefore,it is of great significance to study the archives management of the current public institutions.On the basis of referring to a large number of related books and documents,the author constructs a new theory of public service and bases on the normative documents of archives management in public institutions throughout the country.Through the analysis of the file management The actual case of research,analysis of the current H District institutions file management status,existing problems and solutions.Through the study,it has been found that there are many problems in the current file management work in the H area institutions.First,the unsound file management system in H area made lack of supervision over file management and insufficient attention to the development of file management.Second,the structure of file management personnel in H area institutions was irrational and lacked technical talents.Small,at the same time,the professional literacy of employees is low,mainly based on archival science or history,lack of computer professionals,resulting in the current file management in H area is difficult to adapt to the development of modern society;Third,the H area institutions archives Inadequate management and construction,and relatively poor management means,that is,the means of security,convenience,etc.,are relatively backward,resulting in a certain security accidents in the archives management,even the occurrence of leaks,serious damage to the interests of the people,and the new public service theory Severe deviations;Fourth,the infrastructure construction of archives management in H area institutions also needs to be improved.According to the existing problems,based on the theory of new public service and the actual situation of file management in institution H,the researcher thinks that it can be improved from the following aspects:to update the concept,to make the file management serve the citizens and guide the citizens to participate in the file To improve the technology utilization of archives management,including strengthening digitalization,automation and interactive construction;To guide the society by establishing a sound social welfare system;Organize supervision,implement democratization management in file management,broaden fund channels and increase capital investment.The innovative point of this article is that for the first time,the theory of new public service is taken as the theoretical foundation for the construction of archives management in public institutions.By analyzing the core connotation of new public service theory,this article provides new ideas for the archives management of public institutions.It is hoped that through the research of the article,it can provide useful guidance for the archives management in our country.
