A Study On The Construction Of Long - Term Mechanism Of Grass - Roots Cadres' Contact Service

Keeping in close contact with masses is not only good tradition and precious experiences of the Chinese Communist Party, but also the biggest political advantages of CPC. It was stated clear in the Third Plenary Session of the 18th CPC Central Committee that "complete the mechanisms of leading cadres to change the style of work and to investigate down to the grass-root level. Improve the system of contacting and serving the masses directly". Grass-root cadres are mainly responsible for the duty of contacting and serving the masses. The functional and efficient mechanisms of contacting and serving masses must be established. So the broad cadres could breathe and live with masses, the grass-root cadres could play the core rule in politics and work as the battle fort to serve, to care, to benefit for the masses.To exploit the mechanisms of grass-root cadres contacting and serving masses under the new situation is an academic valuable subject worthy our in-depth thinking and practicing. This paper based on the theories of Public Policy, Public Economy and Organizational Behavior, and used the methods of Case Analysis and Investigation. I had some innovative points after studying former researches in this paper, and could provide some theory evidence for the policy innovation and better solutions for the work of contacting and serving the masses. I hope my research could be helpful to improve the relationships of Party and the masses, and improve the grass-root cadres’ability of mass work.There are six chapters in this paper. First Chapter is Introduction, mainly included the subject, meanings, former research, research methods and innovative points. Second Chapter is about the relevant concepts and theory basis. Third Chapter is the four cases analysis in Shaaxi Province, including "Thousand Helps Thoudsand" project in Qianxian County, "Hundred, Thousand, Ten Thousand" project in Sanyuan County, "Five One" work methods in Ziyang County and Convenient Service Work in Shiquan County. At the end of this chapter, I summarized the practice and its effect of grass-root cadres contacting and serving the masses. In Fourth Chapter, I analyzed the problems and the causes of grass-root cadres contacting and serving the masses. In Fifth Chapter, it was about the solutions for the policies of grass-root cadres contacting and serving the masses. I was trying to answer how to establish and improve the mechanisms of grass-root cadres contacting and serving the masses. Sixth Chapter is Conclusion.
