The institution is a special form of the establishment of the national public service units in our country. Staff and workers of institutions, a large number of units of various kinds, widely distributed in various areas of China’s politics, economy, culture, education, health and environmental protection. Especially after the establishment of new China, is mainly responsible for our institutions to provide public services in education and health and other areas, has been the party and government organs of the management mode, has made the tremendous contribution for our country’s economic and social development and meet the people’s growing material and cultural needs. However, with the establishment of socialist market economic system reform, the contradiction between the existing institutions of government run, government, the government raised the management system and operational mechanism and reality do not adapt to the increasingly prominent, not only a considerable degree has been difficult to meet the demand for social services the public’s growing, but also restrict the coordinated development of economy and society the. There for eth is paper under the background of the reform of public institutions were studied, the structure of this article is divided into seven chapters as follows: Chapter one, introduction.The introduction part is an overall summary of the whole article, including the research background and significance, the research at home and abroad, the related concepts,research contents, purpose and methods and the basic framework of the thesis and the innovation of the paper, to provide theoretical basis and system basis for the following analysis. The second chapter, the development and characteristics of the main features of the reform of institutions and institutions of Xinjiang, mainly introduces the characteristics of public institutions, analyzes the status and role of institutions in economic and social development, and the institution reform of Xinjiang’s development process and characteristics are briefly introduced. The third chapter, the reform of the personnel system of institutions in Xinjiang district.
