Research On The Problems And Countermeasures Of Classified Reform Of B County Of A City's Public Institutions

For a long time,there have been more and more problems exposed in Chinese public institutions,and the phenomenon of no distinction between government administration,enterprises management and public institution administration has become more and more serious.The classification reform of Chinese public institutions is imperative.In March 2011,the Central Committee of the CPC and the State Council issued the “Guidance on Promoting the Classification Reform of Public Institutions”,promoting classification reform of institutions comprehensively.It is another major policy decision for China continuing to improve the overall layout of the reform after SOE and government institutional reform.However,it?s self-evident that there are many difficulties and high level of attentions of reform because of 40 million cadres and retirees of public institutions.The classification reform of public institutions is aimed at turning departments which undertake administrative functions into administrative organizations,which engage in production and business activities into enterprise and keeping institutions engaged in public service.Therefore,it is of great significance for deepening the reform of personnel system of Chinese public institutions,laying down clear regulations,getting rid of disadvantages,and seeking for a new chapter to conceive ideas for the selection and appointment of leaders,career development,supervision and management,and the management of leaders.This paper is based on using research methods of questionnaire investigation and literature study and other scientific basic.This paper is guided by the organization management theory and new public management theory,verifying and comparing the collected and large amounts of data through the survey,using institution classification methods to classify public institutions of B district of A city to research on the situation faced,existing problems and the future development trend of classification reform of B district of A city,to make a detailed analysis on characteristics of classification reform of B district of A city,to identify the influences and results of classification reform of B district of A city systematically.This paper is to provide theoretical guidance for the successful development of classification reform of B district of A city,to promote it,to rule institutions setting,to smooth the authority-responsibility relationship,to solve problems like lack of standardization of institutions setting,overlapping functions between departments,and extracorporeal circulation of executive functions,to improve systems and mechanisms,and to quicken the formation of the competent and efficient organizational structure of district government.This paper is divided into five parts for analysis research.The first chapter is the introduction.In the second chapter,the current situation of classification reform of B district of A city is analyzed..The third chapter studies the problems of the classification reform of classification reform of B district of A city.In the forth chapter,proposes the countermeasures of the classification reform of classification reform of B district of A city in order to guarantee the effectiveness of its strategies.The fifth chapter is conclusion.
