Since 2010, position settings have been implemented in Heilongjiang province. The reform of personnel management has been basically completed. The personnel management system of public institutions which is the most important part of the reform of personnel management has changed a lot, and this has a significant impact on the open recruitment mechanism of the public institutions. In order to adapt to the personnel management system, this mechanism needs to be reformed. The author of this article is a member of the personnel department of a higher vocational college, her daily work experience is summarized, and she made a number of recommendations about the development of open recruitment.(China will vigorously develop vocational education after 18 th CPC National Congress. In order to maintain and improve the quality of teachers, higher vocational colleges must make changes in the personnel management system.) Through the analysis of the characteristics of higher vocational colleges and the basic conditions of teachers, this paper summarizes the current problems of open recruitment. In this paper, we try to study and analyze the problems encountered by statistical analysis method, statistical analysis method and Literature search method. Our goal is to actively explore a more comprehensive mechanism for Personnel Selection.
