ISO9001,an international quality management system, is the most authoritative QMS. During the process of implementing ISO9001 QMS, many companies have realized that a QMS has the potential to improve a company in many ways not only help it comply with quality regulations,but also bring it all kinds of benefits. Up to now there has been little systematic research on how ISO9001 QMS affects the quality,economic and management performance . Based on literature reviews and several practical cases study,it is found that some important problems lie in,which include building a performance evaluation index system,designing a model for information collection,choosing a comprehensive assessment method and analyzing the trend of performance changes. So in this paper, the author mainly does these jobs. ⑴ Based on different understandings of the performance. The author analyses the factors which affect the performance of implementing ISO9001 QMS for company and defines the performance which is produced by ISO9001 QMS. ⑵ Designing a performance evaluation index system,including benefit indicators and cost indicators. Benefit indicators consist of quality-economic benefits, management benefits,product quality indicators and client satisfaction indicators. While cost indicators include cost paid during the processes of adoption and implement of QMS. According to the characteristics of the indexes, they are divided into four kinds of index, such as performance which is easy to measure by money, not easy to measure by money and cost which is easy to calculate, not easy to calculate. If we measure these indexes, we must remove those factors of not ISO9001 QMS. The author applies production factor analysis method to remove those factors of not ISO900 QMS. ⑶ The author uses the quantitative indexes and the qualitative indexes to implement performance evaluation. That is, the author carries out performance evaluation by using benefit-cost analysis and method of fuzzy and comprehensive assessment. At last, the author applies the performance evaluation index system to carry out performance evaluation for xi'an electrical engineering Co., Ltd. The result is satisfied. ⑷ The author puts forward the methods of improving the performance of ISO9001QMS from consult organization, attestation organization and business enterprise themselves.
