The Impact Of Policy Design On Implementation Deviation

The public policy is an attempt by a government and a party to address a public issue in a period, which follows certain legal procedures. The increasingly complex and changeable of public policy issues and policy environment, more and more harder of the public policy implementation, the policy implementation deviation becomes more deviate, which seriously affected the application of policy. The research of the deviation in the carry out of the public policy gets important theoretical and practical significance to improve administrative efficiency and government executive ability, promote the Chinese construction of socialist modernization.The olds said, the gentleman cares more about the begins. Only with the good start, can we get the good ending and ideal result. Scientific and rational design is the pre-conduction of policy implementation. In this article, I used the case analysis and interview method to research implementation deviation in the view of the policy-making process, which is individual.This thesis is divided into four parts. The first part introduces the reason and significance of choosing this topic, the recent research situation on and out abroad and the research method. The second part is the theoretical basis, proposed the policy design of relevant factors, including scientific, democratization and incentive and restraint mechanisms. Then elaborated in this paper, the analysis of the logic. The third part gives us some cases that met in the implementation of city-worker medical insurance policy in C district J city. In this part I describe the facts of implementation deviation of city-worker medical insurance policy, the problem in policy and policy design. At last I get the conclusion that only with the good start, can we get the good ending and ideal result. Feasible policy is the precondition of policy implementation and fundamental. At the beginning of the design, there is no scientific and thorough investigation and study, there is no rigorous fair assessment of the argument, fair and open democratic participation, will cause the policy itself is not reasonable, vague and does not comply with the local reality, lack of effective incentive and constraint mechanism, eventually become the direct cause of the policy implementation deviation. At the same time, I give my own corresponding suggestions.
