Personnel incentive is a key aspect of research into modern public administration, as well as a conundrum for administration in the governments of all countries. Despite the increasing application of public administration methods into enterprises in China over the years including incentive, Chinese government has begun to concern, research and apply various modern public administration methods including incentive mechanism. However, due to historical and current causes, for Chinese governments at all levels, research and actual application of civil office-bearer incentive theory remains a whole new topic.In the article, archive bureau in a city is taken as the topic for research. The text goes along the clue encompassing problem observation, problem analysis, new path finding and solution to the problem. Through application of various mature theories, relevant problems of the bureau in the aspect of civil office-bearer incentive are analyzed to details. The article is intended to construct and utilize incentive mechanism to intensify civil office-bearer staff construction in the bureau and motivate the zeal for work, so as to greatly improve organization efficiency and create harmonious organ, finally unifying goal of the organization and the individual and realizing common development of the organization and the individual.Proceeding with theory expounding, the article makes a summary about the theory of assumption about human nature and key foreign incentive theory, and then introduces successful experiences about civil office-bearer incentive mechanism construction in foreign countries including five countries like America and France. Meanwhile, analysis and summation is made about incentive problem in cadre administration in ancient China and in the period after founding of PRC. As a conclusion: Incentive mechanism is significant in transferring governmental function, developing market economy and improving ability of civil office-bearer.
