As a direct executor of state affairs,civil servants at the grassroots level play a decisive role in the efficiency and effectiveness of government work.In order to improve the efficiency of government work,it is necessary to further improve the enthusiasm and subjective initiative of grass-roots civil servants,and change their work style and status.This change is ultimately based on constant changes and improvements in the civil service incentive system and methods.This paper conducts in-depth research and exploration of grass-roots civil servant incentive systems and methods,and strives to put forward practical and feasible countermeasures and suggestions.This article mainly used the literature data method,borrowed books at the school library,consulted the literature on the China Known Online,searched the Internet,and read relevant works,literature,periodicals,etc.for domestic and foreign scholars in the grassroots civil servants.The civil servants at the grass-roots level have an overall grasp and understanding,and then use a combination of quantitative and qualitative methods.Quantitative analysis collects and collates data relating to civil servants at the grass-roots level,processes and analyzes the data,and results in factual support..Qualitative analysis is in the process of research,according to their own experience,the characteristics and nature of civil servants at the grassroots level,the use of logical thinking for effective analysis,this paper will be a good combination of the two,the study of the paper has great help.Then,using interviews and questionnaires to collect information on the actual conditions and local characteristics of the Hulan District,interviewed grass-roots civil servants from different departments,listened to their innermost voices,and sorted out questionnaires based on the contents of the interviews.The problems existing in the incentive mechanism and methods of grassroots civil servants in Hulan District have been sorted out,and then effective countermeasures and suggestions have been put forward.In the processing of data,the use of spss software to process the data,analysis,the results are real and effective.In the content arrangement of the dissertation,the first part of the dissertation mainly introduces the background,purpose and significance of the dissertation.A survey of civil servants at the basic level at home and abroad.The second part mainly summarizes the related concepts and theoretical basis of grassroots civil servants.The third part mainly introduces the basic situation of the study area,and then conducts field interviews with grassroots civil servants in different departments,designs questionnaires,understands the work and living conditions of civil servants at the grassroots level,investigates the status quo and methods of incentive mechanisms,and investigates the incentive satisfaction of civil servants at the basic level.Investigate the needs of grassroots civil servants.The fourth part deals with the analysis of the data,draws the analysis results,and analyzes the correlation between incentive mechanisms and work and life conditions.The fifth section explains the reasons for these problems and carries out an in-depth analysis.The sixth part proposes countermeasures and suggestions for civil servants in the Hulan District based on the issues.The final conclusion is that the measures and suggestions for improving the incentive mechanism and methods for grass-roots civil servants proposed in this paper are based on the actual situation of Hulan District,and are intended to promote the development of grass-roots civil servants in Hulan District and improve the management level.At the same time,they serve as grassroots civil servants in other districts and counties.The improvement provides a certain reference.
