Civil servants’salary system is not only the carrier of the individual demand, but also the internal impetus of deepening the reform. Civil servants are the state power holder. The key to perfect the current salary system is depending on whether it can be adapted to the country’s overall salary level, be fitted in with the work pays of civil servant, match with the civil servant’s contribution to the society and combine of personal appeal or not.Economic transformation and upgrading, and to build a moderately prosperous society in all respects of social background, the state attaches great importance to the western social and economic development, improve the current situation of the large disparities between east and west, the western civil servants’ salary level should also get recognition and promotion. In terms of the western whole-society salary, civil servants’salary generally low, welfare treatment as a whole is not high, is an indisputable reality problem, also is in the western region of civil servants is eager to improve the realistic demands. In 2015 a new Civil servants’salary system reform although to some extent standardizes the civil servants of subsidies, but the western civil servant compensation should be how to design, both inside and outside of the civil servants in western regions of fairness should be how to implement is yet to be further study and explore.This paper consists of five parts. The first part of this paper expounds the background, significance of research papers, reviews, from several aspects such as idea, innovation points and deficiencies, to the whole thesis analysis flow; The second part discusses the fairness of institute, this paper uses theory, and build up the theoretical framework for the civil servants’ pay of western region; The third part summarizes the historical evolution and function of civil servants’ pay system in China, defines the related concepts of civil servants’pay, and for all previous civil service pay system reform in our country make some comments; The fourth part through the Yulin region of the investigation of the status of the civil servants’ pay questionnaire to analyze the present situation and the cause of the civil servant salary system of western region, from the internal fairness lack, lack individual fairness, external equity lacks three angles has analyzed our country western the basic situation of civil servants’ pay, it is concluded that the causes of these problems are mainly concept of personal reasons, historical reasons and institutional reasons; The fifth part discusses the concrete countermeasures of perfecting our country’s western region civil servant salary system and path. Put forward the perfect our country civil servants’ pay in the western region of China should insist on the principle of fairness、Principle of incentive、Classification management principle、Dynamic balance principle and so on. From the internal equity, individual equity, external equity three aspects to further improve the system of civil servants’ pay in the western region in China, so as to effectively maintain and further strengthen the standardization of the western civil service pay system, the operational and systemic.
