Along with the rejuvenation of our Chinese nationalities and the boost of our economy, emergency cases are raising. Therefore, foreign-related ones which attract more global eyes have become an urgent issue for academia and government at all levels. Based on Robert Heath’s Crisis Management Shell Structure theory, this paper analyzes representative emergency cases happened in Shaanxi on foreign tourists and international students from the aspects of information, consultation, decision and operation. It points out the following problems insists in the above area:the short of timely information management and crisis awareness in the aspect of information, the lack of a public and NGO involved system in the aspect of consultation, decision-makers’ low participating in special trainings and mismatch of different agencies in the aspect of decision-making, as well as the inefficiency guarantee mechanism and linkage mechanism of working forces, regions and agencies in the aspect of operation. At last, this paper puts forward corresponding suggestions on how to properly manage foreign-related emergencies from four aspects of information, consultation, decision-making and operation. It is expected that this research can serve as references of future improve the foreign-related emergency management to governments.
