A Study On Emergency Management Mechanism Of Fishery Foreign-related Incidents In The Disputed Waters Of The South China Sea

The 19 th CPC National Congress' s report is clear,"insist on land and sea coordination,speed up the construction of powerful Marine country ".It fully reflects the new requirements of the construction of the CPC central committee on the Marine business development.It also points out the direction of Marine development.With an area of over 3 million square kilometers,the south China sea is the largest sea in China and the most complicated sea in the world.Due to historical reasons,there is a big controversy on the islands and sea borders in the south China sea between neighboring countries and China.Chinese fishing boats in disputed waters of South China sea have been attacked repeatedly by foreign official ships.It threatened the lives and property of our fishermen,and also affected the relations between relevant country and China.A study on emergency management mechanism is the objective need for safety of life and property of fishermen,and the inevitable requirement of maintaining the sovereignty of national Marine rights and interests.This paper studies the emergency management mechanism of fishery incidents in the disputed waters of the south China sea.Through the analysis of the current situation of the emergency management mechanism of fishery incidents,this paper puts forward some suggestions on how to improve the emergency management mechanism of fishery incidents in disputed waters of the south China sea.First,Make clear the responsibility subject of the emergency mechanism of foreign-related fishery incidents in the South China Sea.Second,strengthen the legal construction of emergency management of foreign-related fishery incidents in the South China Sea.Third,it is necessary to improve the operation mechanism of emergency management.Fourth,we should strengthen the implementation guarantee for emergency management.
