All kinds of natural disasters, accidents disasters,public health events and social security events happen continuously and spread widelythroughout the whole world. The effect of the scope and the extent of the damage arebigger. In recent years, the frequency of the international crisis within the whole worldincreases significantly. Since the1990s, all kinds of public crisis events in our country alsoappear constantly. The degree of the frequency and harmfulness also tend to ascendantgreatly. The occurrence of911event and SARS has attracted worldwide attention.Based on the reference to management, and combining with practice, this papermakes a deep study on the problems and solutions of the public crisis management. Thispaper expounds the concept of public crisis, then analyses its connotation, characteristicand type. It also expounds the concept of emergency management and stage division andprinciple in detail, on which basis, additionally, this paper makes a specific description onthe emergency management system of our country. According to the existing problems inthe public crisis and emergency management, the author analyzed the reason and takesemergency management experience of America and Japan. Finally in order to perfectChina’s public crisis emergency management system the author puts forward thecountermeasures. In the process of public crisis emergency management process, theuniversality of the existing problems are that in advance warning mechanism is imperfect,the things to work after the matter and the recovery of transformation mechanism does notreach the designated position. These kinds of problems happened basically in that thecrisis and risk prevention consciousness is not strong, the emergency management systemis not sound, the government information openness and transparency is insufficient, thegovernment and the society cooperation mechanism is insufficient and specialization andintegration level of the rescue teams are low. Because the emergency management systemof our country established relatively later and there are many unsound factors in public emergency management. Our country has realized this point and this means that thesituation is getting changed.This paper has realized the seriousness and harmfulness of the public crisis, andrealized the importance and necessity of the public crisis emergency management.Therefore, only by constantly establishing and improving public crisis emergencymanagement system, can we continue to reduce or even eliminate the serious influencethat the public crisis has brought about to human being.
