Research On Administrative Coordination Mechanism In China 's Response To Public Events

With the development of society and economics, the social activities become more and more complex. Public emergencies become social issues that every country must face with. As the manager of social activities and the holder of public powers, the government must take responsibility of solving public emergencies. This procedure includes managing the relationship between internal departments of the government, but the relationship between citizens, enterprises and other social organizations, which is the research priorities of this paper.Based on the summarization and analysis of the research of the administrative coordination functions of the government departments, the construction of administrative coordinative mechanism is studied in this paper. Firstly, based on the introduction of the background and significance of the research, some theory of administrative coordinative mechanism and discussion of necessity of construction of administrative coordinative mechanism is presented in this paper. Secondly, the analysis to the problem of administrative coordinative mechanism in China is presented in this paper. On the basis, the ‘one case, the pre-arranged planning’ emergency management system and the experience of dealing with public emergencies in U.S., UK and Japan are introduced in this paper. Finally, combining our actual condition with experience in other countries, An optimized administrative coordinative mechanism is proposed in this paper. The optimized mechanism considers the sudden, perniciousness and periodicity of public emergencies, which is different from general administrative managing activity. Perfect static organizations and operating mechanism to corporate with inside and outside coordination are required in the mechanism to guarantee immediate and effective response to public emergencies.
